Join NELA and EIANZ at Curtin Law School in Perth for a timely seminar exploring Australia’s flagship environmental legislation, the Environmental Protection and Biodiversity Conservation Act 1999 (Cth), and its evolving significance in the current regulatory landscape.

The seminar will examine the meaning, scope, and implications of the new legal framework for environmental and legal practitioners alike. It brings together three expert speakers from both legal and scientific backgrounds, offering multidisciplinary perspectives on recent developments and reforms to the Act.

Meet the Speakers

Blaine Wentworth, General Manager, Environment Law Reform Taskforce, DCCEEW

Blaine led the development of the Environment Protection Reform Bill 2025 and is currently leading the preparation of National Environmental Standards and reforms to environmental offsets and the environmental assessments and approvals pathways.

Before joining the Taskforce, Blaine held a number of leadership positions in the Environment and Agriculture portfolios, including in Biosecurity, Energy Security and Environmental Regulatory Policy.

Lucy Shea, Partner, Environment & Sustainable Development, Clayton Utz

Lucy specialises in planning, environmental, Aboriginal heritage and government law, guiding clients through the complex regulatory landscape applicable to WA projects. Working with clients across sectors like energy and resources, property, agribusiness, infrastructure, and the public sector, all facing rapidly evolving ESG laws, Lucy offers whole-of project-cycle advice, including in the context of planning and environment litigation where necessary. The EPBC Act reforms are relevant to many of Lucy’s client.

Sarah Watson, Environment Lead WA, Arup

Sarah is a seasoned environmental risk and sustainability specialist based in Perth with over two decades of global expertise spanning the energy, resources, and maritime industries. Sarah combines a multidisciplinary academic background with extensive practical experience to deliver comprehensive environmental solutions. She holds an honours degree in civil/structural engineering and a master’s degree in law, with a focus on international environmental law and sustainable development.

Sarah is known for her collaborative approach, having successfully partnered with government bodies, investors, industry leaders, First Nations groups, and communities to achieve inclusive and positive project outcomes. Sarah has assisted multiple clients in preparing for the impact that the EPBC Act reforms may have on their projects.

The event will conclude with a facilitated panel discussion led by a Curtin Law School lecturer, providing an opportunity for audience engagement and critical dialogue.
